MEET THE STAFF

Mary Anne Gularte

Vice Chancellor, Human Resource Services and Organizational Development

Mary Anne provides leadership and direction for the Office of Human Resource Services and is responsible for the development, organization, and implementation of an effective and integrated human resource system that works in concert with the District's mission, vision, and planning priorities. She provides overall leadership to plan, develop, implement, and coordinate the human resource services and organizational development programs of the district including, but not limited to, a proactive and integrated human resource system, employment, employee relations, benefit programs, employee health and welfare programs, payroll services, emergency preparedness and workplace safety, training and development, and collective bargaining relationships in compliance with Federal and State laws and regulations, District policies and procedures, collective bargaining agreements, equal employment opportunity, staff diversity, and the District's mission, vision, and strategic plan. Mary Anne serves as the Chief Liaison with the collective bargaining units and administers labor contracts between the District and employee bargaining units. Mary Anne holds an Ed.D. in Human Resource Development and Adult Education and an M.S. in Occupational and Adult Education, both from Oklahoma State University, and a Bachelor's degree in Experimental Psychology from the University of California, Santa Barbara.

Carolyn Scott

Executive Assistant

Carolyn serves as Assistant to the Vice Chancellor of Human Resource Services. She provides administrative assistance involving employee disciplinary matters, management training programs, contracts for services, and special projects. She handles departmental fiscal management and conducts research for projects, surveys, and reports. She assists with the preparation of Board of Trustee agenda items and supporting documentation and serves as Minutes Secretary for the Labor and Management Relations Committee.  Additionally, Carolyn oversees the background check/fingerprint process, teaching verifications, and issues related to employment visas. Carolyn holds a Masters in Public Administration, Human Resources Management, and a B.A. in Human Development (Adult option), with a minor in Business Administration, both from California State University , Hayward.

 

Wyman M. Fong

Director, Human Resource Services

Wyman is responsible for the management of district human resource functions and provides administrative and technical direction to administrators and staff. The Director works with human resource services' managers to plan and administer employment and employee relations, benefits and workers' compensation, and payroll services, in compliance with Federal and State laws, District's policies and procedures, and collective bargaining agreements. Wyman directs the day-to-day operations of the Office of Human Resource Services, leads and supervises staff, and provides coordination and integration with all human resource staff in support of a comprehensive and proactive District human resources services program. In addition, Wyman serves in the lead role to establish and deliver comprehensive professional development, training, and orientation programs for administrators and staff.  Wyman holds a B.A. degree in Ethnic Studies and a minor in Sociology from California State University, Hayward, and currently serves as an Officer for the Association of Chief Human Resource Officers, California Community Colleges.

Employment, Diversity and Employee Relations

James W. Andrews

Manager, Employment, Diversity, and Employee Relations

James administers the recruitment, selection, and employment processes in compliance with Federal and State laws, District's policies and procedures and collective bargaining agreements. He also oversees employee relations, contract compliance, and processes for progressive discipline, grievances, pre-disciplinary meetings, and administrative hearings.  James develops and implements plans to increase workforce diversity and provides training and support on diversity issues. He also serves as a resource to management and staff on the computerized integrated system (Banner) for the Human Resources and Payroll modules.  James assists in the research, implementation and administration of collective bargaining agreements, maintains confidential and sensitive personnel records and files, and provides training and consultation to employees in areas related to employment and employee relations. James holds an M.A. in Education and Instructional Technology from San Jose State University, an M.S. in Urban Management, with an emphasis on organizational behavior, from Drexel University, and a B.A. in Social Psychology from Temple University. He has human resources administration experience in the community college, local government and international high technology sectors.

 

Lydia Penaflor

Human Resource Services Supervisor

Lydia is responsible for the employment and employee relations for the District that includes supervision and oversight of the management, recruitment, employment, classification/salary administration and leaves. She is responsible for the preparation of recommendations to the Board of Trustees for faculty and administrative personnel items. Lydia serves a lead role in working closely with supervisors to address employee performance issues. She provides assistance regarding faculty and administrator contracts and step advancement. She maintains the Human Resources Information System, Banner, and provides technical support for Class-Web access. In addition, in the absence of the Manager for Employment, Diversity, and Employee Relations, Lydia handles those duties. Lydia also is instrumental in the implementation of an integrated web-based program for on-line applicant submission and tracking. Lydia holds a B.S. in Business Management from the University of Phoenix.

 

Rosa Osborn

HR Special Projects

Rosa handles special projects for Human Resource Services. Rosa provides high-level support and analysis to assure pay accuracy and adherence to contract provisions.  

 

Denise Marriott

Human Resources Technician I

Denise is responsible for the recruitment process for all positions of the District, including preparation of position announcements, advertisements, website management, and processing of applicant materials. She provides assistance with employment verifications, position descriptions, and technical support for Class-Web access. She manages the tuberculosis test verification files and notifies employees of their test status. She also provides general assistance with the implementation of the new applicant tracking system. Denise holds an A.A. in Liberal Studies from Ohlone College and a Certificate in Advanced Human Resource Management from California State University, Hayward.

Stacy Davis

Human Resource Technician II

Stacy handles the employment process and preparation of classified, confidential, supervisory, professional specialist, and student assistant recommendations for Board of Trustee actions. She also handles staff resignations, staff performance evaluations, step advancement, longevity and reclassification. Stacy holds a B.S. degree in Business Administration with a concentration in Human Resources Management and a minor in Sociology from California State University, Hayward.

 

Emergency Preparedness and Workplace Safety

Frank Ramos

Manager, Emergency Preparedness and Workplace Safety

Frank administers district-wide emergency preparedness and workplace safety programs and provides oversight to the development and management of comprehensive district-wide emergency management plans, policies, procedures, emergency and safety awareness programs, occupational and workplace safety services and compliance, and related matters. He develops and implements plans to ensure compliance with local, State, and Federal emergency preparedness and safety regulations, industry standards, District policies and procedures, and collective bargaining agreements. Frank develops and delivers training on these topics and provides advice and counsel to employees and students in emergency preparedness and workplace health and safety matters. In addition, Frank has primary responsibility for ensuring safe and healthy working and academic environment that adheres to all applicable laws and regulations.  Frank holds a B.S. in Workforce Education and Development from Southern Illinois University, and a Masters in Public Administration from California State University, Bakersfield. Frank is also certified as an Emergency Management Specialist by the California Emergency Management Agency, and as a FEMA Incident Commnad System Trainer by the U.S. Department of Homeland Security.

 

Benefits/Workers' Compensation

Alice G. Noriega

Manager, Employee Benefits/Workers' Compensation

Alice manages the Benefits Office and is responsible for the administration of the District's employee and retiree benefit programs, including leaves, medical, dental, vision, life, and long-term disability (LTD) insurances. Additional responsibilities include administration of programs mandated by COBRA, and ADA . She also acts as liaison to the District's third party administrators for workers' compensation and insurance companies in all aspects of coverage. Alice is also instrumental in the implementation of an integrated web-based program for on-line benefit submission and tracking.

 

Rosalyn Tucker

Benefits Technician II
Rosalyn provides assistance to employees and retirees regarding all aspects of their benefits (medical, dental, vision, life, and long term disability). She assists in maintaining Banner and BenefitBridge, the District's on-line benefits program. Rosalyn is the lead for COBRA, vendor payments, and employee billing. She is currently pursuing her degree in higher education.

Deborah Lavietes

Benefits Technician II

Deborah provides assistance to employees and retirees regarding all aspects of their benefits (medical, dental, vision, life, and long term disability). She assists in maintaining Banner and BenefitBridge, the District's on-line benefits program. Deborah is the lead for processing workers' compensation claims and coordinating retiree benefits.

Payroll Services

Lori A. Benetti

Payroll Manager

Lori manages the administration of the district's employee payroll. She supervises payroll staff; serves as a resource to management and staff on the computerized integrated system (Banner), and ensures employees are paid accurately and timely; assists in research, and implementation of the collective bargaining agreements as they relate to payroll matters. She provides training and consultation to staff, Lori holds a B.S. in Business Administration from the University of Phoenix.

 

Richard Garcia

Payroll Technician (Temporary)

Richard handles paycheck inquiries for faculty and classified employees. The Technician also assists with payroll matters involving full-time faculties' overload, stipends, timesheets, overtime and other pay adjustments, leave accrual, direct deposit, PARS, W-4 changes, and W-2 inquiries.

 

Michelle Tong

Rosa Osborn

Michelle handles paycheck inquiries for classified hourly-paid employees, professional specialists, and student assistants. She assists with payroll matters involving time sheets, overtime and other pay adjustments, leave accrual, direct deposit, PARS, W-4 changes, and W-2 inquiries. Michelle holds a B.S. in Business Administration, with a concentration in Accounting from California State University, East Bay.
