Members of the Board


The Chabot-Las Positas Community College District is governed by a seven-member board of trustees which is responsible for all policy decisions. Board members are elected from trustee areas by the registered voters of nine communities: Castro Valley, Dublin, Hayward, Livermore, Pleasanton, San Leandro, San Lorenzo, Sunol and Union City.

Board Meeting Information

The Board of Trustees hold business meetings once a month on the third Tuesday, unless otherwise noted in the meeting schedule. Workshops and additional meetings are scheduled as needed. Meetings are open to the public and are held at one of the following locations: District Office, 7600 Dublin Blvd., 3rd Floor, Dublin; Chabot College, 25555 Hesperian Blvd., Hayward; Las Positas College, 3000 Campus Hill Drive, Livermore.


Edralin J. "Ed" Maduli

Mr. Edralin J. "Ed" Maduli

Mr. “Ed” Maduli has served on the Board since 2016, and represents Area 7, Livermore and portions of Pleasanton.

Mr. Maduli is a graduate of the military’s Armed Forces Staff College and the Air Command and Staff College. He has received numerous awards and decorations from the United States Air Force. He received his Associates in Arts degree from Hartnell College (Salinas, CA); Bachelor in Science in aeronautical engineering from California Polytechnic State University (San Luis Obispo, CA); Masters in Science in aeronautical engineering from the University of Oklahoma; and a Masters in Business Administrator from Golden Gate University (San Francisco, CA).  He is working towards his Education Doctorate in educational leadership from the University of Southern California (Los Angeles, CA). 

Mr. Maduli served in the USAF for over 20 years, and retired as a Lieutenant Colonel. Overseas assignments included Thailand, Germany, and Saudi Arabia. Notably, he supported the operational development of the F-117 Stealth Fighter. Mr. Maduli concurrently serves as the Vice Chancellor of Administrative Services for the West Valley Mission Community College District (Santa Clara, CA). Previous positions have included the Assistant Superintendent/Vice President of Administrative Services for the San Luis Obispo County Community College District (Cuesta College, San Luis Obispo, CA) and as their Interim Superintendent/President; Director of Fiscal and Administrative Operations and subsequently as the Vice President of Business Services for Las Positas College (Livermore, CA). 

Mr. Maduli is a widow, with two children, and four grandchildren.


Marshall Mitzman

Dr. Mitzman has served on the Board since 2008 and currently represents Area 1, City of Hayward.

Dr. Mitzman received his bachelor’s degree from San Jose State University (San Jose, CA); and masters and doctoral degrees from Judge College, Cambridge University (Cambridge, England). He’s also very proud to have attended two local community colleges, Foothill and De Anza community colleges (Los Altos Hills and Cupertino respectively, CA), for his Associate in Arts degrees. 

Dr. Mitzman is an active member in the Hayward business and non-profit community.  With private sector experience in business and sales in companies such as Bank of America, Memorex Corporation, Nestle Corporation, and Avis Rent a Car, he currently owns and runs his own business.  Additionally, he’s an adjunct instructor for both local community colleges, UC Berkeley’s Hass School of Business, and holds a lifetime California Community College teaching credential. 

Dr. Mitzman community leadership involves many board memberships, and key board roles, in organizations such as Alameda County School Boards Association, Alameda County Salvation Army, Hayward Education Foundation, Friends of Chabot College Foundation, Hayward Chamber of Commerce and much more. 

Dr. Mitzman is married to Felie Ulep; celebrating their 25th anniversary in 2018 they have two children and seven grandchildren.

Mrs. Randolph has served on the Board since 2017, and represents Area 3, Union City and South Hayward.

Mrs. Randolph earned her masters in education leadership from the University of San Francisco (San Francisco, CA). She earned her Bachelor in Science in business management from Marymount Manhattan College (New York, NY).

Mrs. Randolph is currently the Assistant Superintendent of Human Resources and Administrative Services for the Belmont-Redwood Shores School District. Her service to students includes general and special education teacher at the elementary and middle school grades, principal at elementary schools and District Administrator supporting parents, staff, and students.

Mrs. Randolph has been an active member of the East Bay and education communities through membership in various service organizations. She also serves as an advisor and judge for elementary through high school STEM (science, technology, engineering and math) competitions. She has an interest and passion for bridging K-12 and the community colleges and understands the role community colleges play within the higher education system in California. 

Mrs. Randolph is married to Royce Johnson; they have two children and six grandchildren.


Hal G. Gin

Dr. Gin has served on the Board since 2005, and represents Area 6, Hayward and San Leandro. He has served as Board President for three terms.

Dr. Gin earned a doctorate in education from the University of San Francisco, a master's degree in public administration and a bachelor's degree in sociology and social services from California State University East Bay (Hayward, CA).

Dr. Gin has dedicated more than three decades as an educator and student affairs administrator at California State University East Bay. 

Dr. Gin is involved in leadership positions on various community organizations including the Lions Club, Asian Business Alliance, Past Presiding President of the Chinese Consolidated Benevolent Association, Friends of Chabot College Foundation, Alameda County Board of Zoning Adjustments, and as Commissioner on the Alameda County Planning Commission.

Dr. Gin is married to Rose; they have two children and two grandchildren.


Ms. Linda Granger

Ms. Granger was elected to the Board in 2018 and represents Area 2, San Leandro. 

Ms. Granger earned her masters degree in economics from California State University, Hayward; and her bachelor’s degree in business administration from Boston College. 

Ms. Granger is currently the Superintendent of the Eden Area Regional Occupational Program. She is a graduate of San Leandro High School and has spent the majority of her education career at San Leandro High School, as a teacher, site and district administrator. 

Ms. Granger has been active in her community through various service organizations including San Leandro Kiwanis and Hayward Rotary.

Ms. Granger has one daughter.

Ms. Maria L. Heredia was appointed to the Chabot-Las Positas Board of Trustees Area 4 and represents Castro Valley and areas of Oakland.

Ms. Heredia received her bachelor’s degree in sociology and spanish from Holy Names University (Oakland, CA) and her master’s degree in school and career counseling from San Francisco State University.

Ms. Heredia has four decades of public school experience, including 10 years at the high school level and 30 years at community colleges. She has previously been employed at Merritt, Laney, Chabot and City College of San Francisco, where she served as a counselor/coordinator and department chair and managed a comprehensive and diverse counseling office. Throughout her career, Ms. Heredia has been elected to three terms as department chair and three terms as part of the academic senate, as well as received appointments to multiple key committees including curriculum, articulation, budget and planning. She has been a member of The Centro Legal, the La Raza Board in Oakland, a number of Southwest voter registration drives and many community and parent education associations.

Ms. Heredia is married to Tony Sanchez and they have three children.


Tim Sbranti

Mr. Sbranti was appointed to the Board in 2019 and represents Area 5, Dublin, Pleasanton and Sunol.

Mr. Sbranti earned his Bachelor of Arts in Government and his teaching credential from Sacramento State in 1998. Mr. Sbranti currently teaches and coaches at his alma mater Dublin High School. For 16 years he was the Dublin High School Leadership Advisor and Director of Student Activities, with a focus on student engagement.

Mr. Sbranti’s service as an elected official began in 2002 when he was first elected to the Dublin City Council. In 2008, Mr. Sbranti was elected Mayor of Dublin and was unopposed for re-election in both 2010 and 2012 before being termed out in December 2014.

Mr. Sbranti is active in the Sacramento State Alumni Association, City Serve of the Tri-Valley, and In his spare time, he is a sports broadcaster on Tri-Valley Community Television (TV30).

Mr. Sbranti is married to Stephanie; they have one daughter.
